![]() Partly, it is a reversion to the mean: state revenues skyrocketed, and it’s okay for them to level off or even decline a little, as long as the new totals remain higher (in real terms) than before. Revenues soared in FY 2021, jumping a full 10 percent (inflation-adjusted) higher than pre-pandemic figures, edging up even higher in FY 2022 (to 12 points up) before coming down to earth a bit in FY 2023. Much of that gain is subsumed by inflation, but even after adjusting for inflation, state and local tax revenues are more than 7 percent higher than they were pre-pandemic. Since FY 2019, the last full fiscal year before the pandemic, state and local tax collections have risen more than 27 percent. And fortunately, while we can’t go state by state, we do have quarterly data for the national aggregate of state and local tax collections through FY 2023. ![]() Even though these maps are always limited by the timing of Census data releases, it’s fair to ask where things stand now. State and local governments fared well in FY 2021, but with all the ways our world has changed since the start of the pandemic, that feels like eons ago. It is important to keep both legal incidence and economic incidence in mind when evaluating the true costs of any tax. Taxes on businesses may also be exported, at least in part, to investors across the country, and to employees wherever they are located. As a result, states that generate substantial amounts of tax revenue from tourism may also show tax collections per capita that are higher than the actual tax burden that falls on the in-state population. Travel taxes-such as hotel, car rental, and meal taxes-also disproportionately impact nonvoting nonresidents who have few means of redress. It’s worth noting that severance taxes are only one of many examples of the “tax exporting” that states engage in. These states export much of their tax burden, and there was simply less to export that year. Similar effects are evident in other resource-dependent states, like North Dakota and Wyoming, which had markedly lower per capita collections in FY 2021 than in years prior, or (based on their own revenue data) since. FY 2021, however, captured a period of significant fluctuations in oil markets, from which the industry-and Alaska’s revenues-have since recovered. At the other end of the spectrum, Alaska was lowest at $4,192, followed by Alabama ($4,245), Tennessee ($4,272), Florida ($4,405), and Mississippi ($4,435).Īlaska is an anomaly here: while the state imposes incredibly low tax burdens on residents, its severance taxes generate substantial revenue that often yield relatively high collections per capita. New York followed at $10,266 in state and local tax collections per person, with Connecticut ($9,458), California ($9,175), New Jersey ($8,303), and Massachusetts ($8,101) not far behind. But because the events of recent years are so significant, we will also discuss the trajectory of state and local tax collections through FY 2023, which ended in June of this year.įor FY 2021, the District of Columbia surpassed all states with $13,278 in per capita tax collections. Today’s map shows state and local tax collections per capita in each state as of fiscal year (FY) 2021, the most recent year for which full state-by-state data are available. ![]() It is sometimes referred to as a “ hidden tax,” as it leaves taxpayers less well-off due to higher costs and “ bracket creep,” while increasing the government’s spending power. ![]() ![]() The same paycheck covers less goods, services, and bills. Contrary to initial expectations, the pandemic years were good for state and local tax A tax is a mandatory payment or charge collected by local, state, and national governments from individuals or businesses to cover the costs of general government services, goods, and activities.Ĭollections, and while the surges of 20 have not continued into calendar year 2023, revenues remain robust in most states and well above pre-pandemic levels even after accounting for inflation Inflation is when the general price of goods and services increases across the economy, reducing the purchasing power of a currency and the value of certain assets. ![]()

![]() ![]() What razor should I use for my pubic hair? You can get a wicked clean shave from a single-blade safety razor (and one that prevents ingrown hairs at that), but multi-blade razors tend to be more comfortable because each blade is doing less work (albeit, your skin experiences more actual shaving, which might be irritating to sensitive skin types). This is subjective, so it will vary from one person to the next. Any manual razor will leave you with a closer shave than even the best trimmer or electric razor. More important is that you choose a blade that suits your hair growth someone with thick, coarse, and ingrown-prone hair will require fewer blades and will yield smoother (less painful) results with a safety razor. That’s a whole lot of equipment, even at the Encore’s base $25,095.īuick would have you make comparisons to the Audi Q3 and Mercedes-Benz GLA, similarly sized vehicles that offer lots more power at a much higher price. Apple CarPlay and Android Auto are standard, as are automatic emergency braking, lane keep assist, and automatic high beams. At $33,465 as tested, this mostly loaded Encore Essence still lacks all-wheel drive, though it does come with the aforementioned automatic parking aids, adaptive cruise control, leather, navigation, and a useful head-up display. Review: 2017 Buick Encore Little Car, Big Spender Admittedly, certain road surfaces caused some unpleasant grittiness through the seats and steering wheel, imperfections that would likely show up in anything short of a full-size luxury sedan. That’s all the more impressive given the GX’s short, 102.2-inch wheelbase. Bumps and potholes make their presence known with mostly damped body motions, with no untoward noises assaulting my or my passenger’s eardrums. Buick’s “QuietTuning” efforts yield a hushed and comfortable cabin at freeway speeds. What’s more, the Encore GX drives very nicely for a small crossover, particularly compared to the unsettling Encore. And the expanded interior doesn’t come at the expense of daily-driving convenience – even without using the Essence tester’s available automatic parking feature, the Encore GX fits into teeny spaces with ease. As before, Costco runs should be a cinch in the new subcompact SUV, even with two or three passengers on board. As an avowed Encore hater, I still had to respect such a large cargo bay in such a small body, and the Encore GX is better still. The lower dashboard is also pretty cheap, with a hard plastic corner where the driver’s knees would brace in a corner.Ĭargo space is improved, measuring 23.5 cubic feet with the rear seats in place (up from 18.8) and 50.2 cubes with the seats folded (up from 48.4). Interior quality is a mixed bag, with soft-touch surfaces on the dashboard and front door panel uppers, while the rear seats get the shaft – hard plastic door panels with soft-touch armrest inserts. ![]() Legroom is up on the Encore GX too, and although headroom drops somewhat, the rear seat still has ample space for two six-footers. Those expanded inches also pay off with added shoulder room front and rear, curing the Encore’s narrow cabin that had even front-seat passengers sitting uncomfortably close to one another. I especially liked the swirl-spoke wheels and artful roofline trim of this particular Encore Essence model, the latter of which avoids the overused floating-roof effect with a nice chrome flourish. And modern Buick styling features like a wing-shaped grille and swooping taillamps look great on the reshaped canvas. Measuring 171.4 inches long by 71.4 inches wide by 64.1 inches tall, the Encore GX is longer, lower, and wider than the Encore – GM styling legend Harley Earl would be proud. American Styleįor starters, the Encore GX is far more attractive. The Encore GX, on the other hand, is a wholesale improvement over its not-quite-predecessor, without sacrificing any virtues. Slow, inefficient, and unpleasant to drive, the Encore’s saving graces are its parking-friendly size and reasonable pricing (plaudits that also apply to any number of much better small SUVs). The 2013-era small crossover – which Buick will mystifyingly still sell alongside the GX for the 20 model years – is one of a few exceptions to the rule that most new cars are good enough. Adding those two capital letters to the Encore equation changes the formula entirely. ![]() ![]() ![]() ![]() This seems to mostly happen when there are two or more subtitle lines on the screen. Sometimes subtitles lines just don't load. I'm having some issues with subtitles in MPC-HC v1.9.10.ġ. Man, what's up with their software department, like really? I've already been complaining on the soundblasterofficial subreddit for numerous problems related to their drivers / software, but I didn't know this was also a thing. I think it's just a bad excuse for them not to add 7.1. On a related note, would it be possible to integrate an option into MPC-HC so one can manually set the number of output channels, so one could bypass that windows api thingy?Ĭreative says their driver only exposes 5.1 because the cards only have 5.1 physical output, but this is a dubious explanation as you can set 5.1 in Windows and use physical headphone output via their DSP's virtualisation (also I can set my X-Fi Ti HD to 5.1 in Windows even though it only has 2 channel output). The only thing I can theoretically go by is that on the same stats page in lav audio 8 greeb bars are reacting when playing back an 8-channel media. LAV decoder can output 8 channel because it outputs to the renderer, not the hardware directly.īut what is it outputting in the end? At the same time, "internal audio renderer" says it's downmixing from 8 to 6, and "lav audio decoder" says it's input and output is 8 channels. On my AVR over HDMI it's able to output 8 channel. Thank You in advance and have a lovely day!ĪFAIK, it uses the max channel count exposed by the audio driver to the Window API. The other renderers obviously don't.Īm I missing something here? Input would be much appreciated!Īlso, is there a quality guide how to setup all of this audio business using this version of MPC-HC? Perhaps I'm stumbling in the dark after all. I'd like to use the internal audio renderer, as it explicitly supports WASAPI exclusive mode. It also does work flawlessly in many games where 7.1 can be selected in-game (like Battlefield V or Battlefront II). I can verify though, that my audio card indeed does output 7.1 channels, using the driver-built-in channel mapping test app. So, is this just a visual bug or does selecting the internal audio renderer actually limit the output to 6 channels? Or is this perhaps Windows' fault (I'm on Windows 10), as my audio card (Sound Blaster X AE-5) can output 7.1 audio channels to headphones via virutalisation, but when I go to Control Panel -> Sound -> Playback -> Speakers -> Configure, it says "5.1", as there is only that and "stereo" to be selected. I've tried these output combinations with and without the built-in audio switcher enabled, and with and without "Enable custom channel mapping" On the other hand, if I use any other audio renderer (somehow I feel like "Default WaveOut Device" is the next best thing), it does not say it makes a conversion, just plainly says it's outputting 8 channel audio, but, at least in my case - it seems to map the rear pair of channels wrongly, so some channels in the mix can't be heard sometimes. Funny thing is that if then I open the "Status" tab of the "LAV Audio Decoder (internal)" under right-click -> Filters, it says under "Input" as well as "Output" 8 channels. Will the "Internal Audio Renderer" be updated to support more than 6 channels (5.1)? Perhaps I'm missing something here, but when I select "Internal Audio Renderer" under Options -> Playback -> Output -> Audio Renderer, start a 7.1 media and then right click the picture -> Filters -> Internal Audio Renderer, it always states that it does an 8 channel (input) to 6 channel (output) conversion, with "limiter" and "matrix" being stated under "Processors" on the same page.
